Statewide On-Call Wetlands Services (3 Contracts)

Scope of Work:

Three (3) Statewide On-Call Agreements, each over a 3-year term, are needed for wetlands-related services, to provide wetland/environmental evaluations of highway projects and activities on an on-call basis. Individual contracts are anticipated to have maximum values of $200,000, $175,000 and $150,000. The firm and/or individual submitting the lowest bid will receive the highest value agreement. The second lowest bidder will receive the second highest value agreement, and the third lowest bidder will receive the third highest value agreement.

These services may include:

o    Delineation of wetlands (following the 1987 US Army Corps of Engineers Wetland Delineation Manual);

o    Assessment of wetland functions and values;

o    Assessment of wetland impacts;

o    Development of wetland mitigation strategies;

o    Monitoring wetland mitigation construction;

o    Completion of wetland/wetland mitigation monitoring reports;

o    Preparation of permit applications and plans, such as for NH Department of Environmental Services Wetlands and/or Shoreland Permits;

o    Stream crossing data collection and assessments;

o    Identification of invasive species;

o    Identification of rare plants/endangered species;

o    Identification of areas under the Shoreland Water Quality Protection Act; and

o    Coordination with natural resource agencies, as necessary.

This work will require Certified Wetland Scientist licensure in the State of New Hampshire.

Work assignments will be made taking into account workload, location of assignment, and suitability of assignment.

Consultants submitting a Letter of Interest will be assessed on their capability to perform the above-mentioned services, experience of the firm and staff, and availability to respond rapidly to on-call assignments.

Task Orders assigned under these Agreements will be based on the bid item rates of selected firms.
